of at least 20 % both in rent and price of food, approximately

as detailed in the attached memos, from the Government Asses-

sor and the Colonial Veterinary Surgeon.

(4) In consequence we recommend that as a ge-

neral principle every Chinaman whose full time is employed

in the Government Service should receive a minimum salary at

the rate of $7 per mensem; the rate for boys being fixed at

$3 to $6 according to their age or usefulness.

(5) Our specific recommendations are as follows

1. That those at present receiving $7 and $8 per mensem

should be paid $8 & $9 respectively.

2. That those at present receiving from $9 to $20

should obtain an increase of $2 per mensem.

3. That salaries over $20 up to $30 should he in-

creased by $4 per mensem and

4. That in the following special cases increases

should be granted as shown in the table:-
